All users should be able to use it. Are you sure you tried the BB Code version? I can see you have the html version at the moment. Its possible something is setup wrong though as new users are in a seperate usergroup to the rest of us until they reach 10 posts.

have tried both versions without success but have just seen this on bottom of User Cp

Can Upload Images for Signature No
Can Upload Animated GIF for Signature No

So maybe there is a minimum post limit like you said
