Pro Evo Online - Server now fully operational !!??

Hey just a quick question I got a message from the Pro Evo Online service the other day saying the server is now fully operational, I thought this would mean no more lag, the first game I played was worse than ever ? The games after this improved, but its still not right, does it makes a difference if you play people in other countries or what ? Or is it the same whoever you play online ?

i think its not to bad if you face people from your own country..

I was wondering because sometimes I play against people with odd foreign sounding names and the lag always seems to be worse !
