Yeah it says you have two DHCP clients. have you more than one pc using the connection? Otherwise i'd say it's the ps3, and if it's listed as a dhcp client then it doesn't have a static IP

Your Router is equipped with a DHCP server that will automatically assign IP addresses to each computer on your network. The factory default settings for the DHCP server will work in most any application. If you need to make changes to the settings, you can do so.

ok if ya dont turn off the router it shouldnt give out new ip's
on ur pc go to control panel and select network connections,
right click local area connection and select properties
scroll down to internet protocol(tcp/ip) and click properties
do this and save

use the same settings on the ps3 but use 6 or 7 at the end of the ip address

no need to forward ports if ur usin dmz, thats the point of a dmz, to not have to set up loads of firewall rules

you dont need to forward ports if your ps is in your routers dmz, all ports are open

Nope because I checked and the DMZ didnt do it on its own and the same with the port forwarding
