gta 4 problem

i have recently bought gta 4 and went to start playing however the camera angle on the character is looking up "at his ass"/up to the sky and i cant seem to change the view to see things around me. the nearest i got was changing the display to inverted angle?? can anyone help so i can start playing asap!!plzzz
