Special weapons

I know some of the special weapons ar cool but has anyone actualy used them to great effect. The matlock seems to just give your position away (has anyone actualy managed to kill everyone in the area with it?) & what the hell is the emotion tranq darts purpose, I can find no practical use for them as they seem to ware off as soon as the victim needs to fire his gun.
