i used to use 10 on my old pad (before it totally fugged up).
i had to switch to 7 on this new one because the analogue sticks are still too stiff.

starts at 2. can go to 1 (like being permanently stunned)
Edit: having it higher gives a pretty big advantage. being able to spin around and shoot the guy coming behind you.
